This past year has been extraordinarily challenging. Antisemitism has surged to levels unseen since the 1930s. An intense ideological war is taking place in one of our most sensitive and important institutions, education, both in the classroom and on the quad.
ISGAP’s work has never been more critical in mapping, decoding and confronting antisemitism by partnering with likeminded faculty to reshape scholarly discourse through rigorous research and curriculum development. Moreover, our Follow the Money project, which has uncovered and exposed foreign influence on university campuses, particularly from Muslim Brotherhood-inspired Qatar, has produced significant results and measurable impact. Thanks to a dynamic and expanding infrastructure this past year, ISGAP is now positioned to engage more stakeholders and magnify our reach.
Among our achievements in 2024:
ISGAP-Oxford Summer Institute for Curriculum Development in Critical Contemporary Antisemitism Studies
In its tenth year, the pioneering Annual ISGAP-Oxford Summer Institute has taught over 500 Scholars-in-Residence (college and university professors and doctoral/post-doctoral students) and Junior Scholars, who have in turn designed and taught courses for degree credits at 200 academic institutions in nearly 50 countries, including China, India and the Middle East/North Africa. Beyond the classroom, they have written hundreds of articles in numerous languages, appeared on many television programs, and helped administrators
mitigate antisemitism on a number of campuses.
- This year saw the largest cohort of scholars ever—over 100 — with diverse backgrounds and broad disciplines of study.
- ISGAP now has an established worldwide network of 90 Research Fellows, most
having graduated from the ISGAP Oxford Summer Institute. - To ensure that scholars have access to the latest guidance and resources, ISGAP hired an Oxford Alumni Network Coordinator. His focus is on enhancing post-program engagement by empowering scholars to further develop their curricula, navigate challenges with administrations, address student concerns, and curate guest speakers to enrich classroom discussions.
Follow the Money Project
Following October 7, 2023, ISGAP expanded its pathbreaking work on our Follow the Money project.
In 2024, Follow the Money has:
- Influenced the 7-1 decision of the Texas A&M Board of Regents to pull out of Education City in Qatar by the end of 2028, immediately following the report ISGAP published in which we raised concerns regarding the national security dimensions of the partnership. The Qatar Foundation, Qatari ambassador to the U.S. and Texas A&M president specifically blamed ISGAP for the decision to shut down the link, a source of great pride for us.
- Built an in-house team of nine scholars and analysts – each one an expert specializing in a different field crucial to the success of the entire project, including the Muslim Brotherhood, Islamism in the West and especially academia, and the UK and Canada as case studies in successful penetration, etc.
- Developed and refined the work of the four components of our operational apparatus; specifically high-caliber scholars, top-notch forensic accountants, a superb PR team, and an experienced government affairs group in Washington.
- Published 11 reports on Qatar, Muslim Brotherhood and the funding of American universities, uncovering the methods of channelling money into higher education and providing the findings regarding top universities such as Columbia, Yale, Texas A&M and Cornell to key stakeholders and officials. ISGAP also published a comprehensive report on National Students for Justice in Palestine (NSJP), which is helping fuel the current wave of antisemitism on campuses across the U.S. and Canada.
- Our most recent report, South Africa, Hamas, Iran and Qatar—The Highjacking of the ANC and the International Court of Justice raised awareness among government officials about the growing alliance between South Africa’s ruling African National Congress (ANC) and radical state and non-state actors. It has garnered significant media attention around the world and has been widely shared by influential pro-Israel bloggers and social media personalities, amplifying its reach and driving significant online engagement (it was viewed over 1 million times). - Raised the issue of foreign funding at the highest levels of public discourse and for policy makers in Congress. ISGAP has become a household name in relevant circles by placing hundreds of articles and op-eds in top-tier media. Dr. Charles Small has met with over 100 senators, representatives, and their staffs in the past year alone. ISGAP materials served as the basis for several congressional committee hearings and briefings, including two citations by members of Congress during the history-making December 7, 2023, hearing with the presidents of Columbia, MIT and University of Pennsylvania.
- Hired a leading social media firm to reach ever broader target audiences, as well as a social media associate to work internally on developing greater presence and impact.
By the end of 2024, additional reports will be published, among them a comprehensive study of Georgetown University that analyzes the encroachment of Islamism and antisemitism on this campus and seeks to prove causality between malevolent foreign funding and hate; research on Brown University’s Choices program and its insidious impact on K-12 and far-reaching report on the Muslim Brotherhood network in Canada.
Additional 2024 Highlights
- Expanded our Digital Research Center, which offers courses, seminars and conferences online. Commencing in October 2024, ISGAP created a certificate program with 16 online courses taught by top scholars and practitioners. Students, scholars, activists and the interested public have been registering for the program.
- Transformed the partnership at Cambridge University into a vibrant Academic Center sponsoring fellows, symposia and seminars with the goal of making it one of three main ISGAP Academic Centers around the world—in the United States, United Kingdom and Israel. ISGAP’s successful fellowship training program at Woolf Institute, Cambridge University, resulted in the appointment of Charles Small as a Senior Common Room Researcher at St. Edmund’s College, Cambridge University, reflecting a broader recognition of ISGAP’s work and opening more opportunities for collaboration and coordination.
- Expanded our post-doctoral fellowship training program in contemporary critical antisemitism studies, signing agreements with four new research centers at leading universities. ISGAP research fellows will now be based at NYU, Penn, Institute for National Security Studies (Tel Aviv) and McMaster University (Ontario).
- Broadcast Combatting Antisemitism on Jewish Broadcasting Network (JBS), reaching thousands of viewers nationwide and worldwide weekly.
- Expanded the ISGAP leadership team, bringing on David Harris, CEO of American Jewish Committee from 1990 to 2022, as Executive Vice Chair.
Looking Ahead
ISGAP is looking ahead to respond to changing dynamics and current events. Just as ISGAP put Qatar on the map, identifying its influence on university campuses and beyond, in 2025 it will greatly increase its attention to the Muslim Brotherhood and the need to raise awareness of its extensive, unambiguously antisemitic efforts to undermine Western democratic values.
ISGAP will:
- Make a new push with the incoming administration to ensure enforcement of Section 117 of the Higher Education Act, which strictly governs foreign donations to American Universities.
- Prepare comprehensive reports on the Muslim Brotherhood and its penetration and impact in the U.K. and Canada for a campaign to raise awareness of the dangers the west collectively faces.
